In Week 5, the Final Project will synthesize what you have discovered about the different advanced practice roles and scope of practice found in the master of nursing curriculum: NP, nurse educator, nurse informaticist, and nurse administrator. You will review all roles and then examine the specialty for which you were admitted, focusing on the scope of practice, core competencies, certification requirements, and legal aspects of practice for that specific role. This week you will focus on Core Competencies.

Course Project: Developing a Strategic Plan

Section 3: Balanced Scorecard

As you continue to develop your Course Project, it is important to consider how to evaluate the effects of your planned change on performance. Based on the work you have done thus far on your Course Project, this week you create a balanced scorecard.

To prepare:

Review your work on the summary of the issue and SWOT analysis from previous weeks.

Review the information about and examples of balanced scorecards presented by Dr. Carol Huston in this week’s media program and in the other Learning Resources. Conduct additional research to see additional examples of balanced scorecards and to deepen your understanding of how balanced scorecards are used in various organizations.

Reflect on the comments related to balanced scorecards exchanged in this week’s Discussion.

Conceptualize a balanced scorecard that could be used to measure and evaluate the impact of your planned change on performance, and determine if the costs are justified in terms of the outcomes. Consider what you would measure in terms of finances, customers, internal process, and learning and growth.

Think about how you would gather valid and reliable data.

Section 4: Budgeting and Timeline Tools

As you have been examining this week, budgeting and timeline tools are vital for determining necessary resources and planning for a proposed change. For your Course Project, you use these types of tools to assess resources that may be required for the successful implementation of your strategic plan.

To prepare:

Review the information on budgeting in this week’s Learning Resources. Which tools (e.g., Revenue Projection Model, Capital Budgeting Analysis, Depreciation Calculator, Profit and Loss Projection) would be most useful for developing your strategic plan? 

Use one or more budgeting tools to outline the financial resources for your proposed change. Reflect on any challenges that arise as you evaluate the financial resources required for this change now and in the future.

Review the information on PERT and other timeline tools in this week’s Learning Resources, including Dr. Huston’s presentation in the media program.

Use PERT or another tool to analyze and represent the activities that need to be completed to successfully plan and implement your proposed change. Be sure to note dependencies (e.g., a task/milestone that must be completed in order to trigger the next step) and realistically assess the minimum time needed to complete the entire project.  

To complete:

Outline the financial resources for your proposed change. Describe the budgeting tool(s) you used to arrive at these determinations. Explain what challenges, if any, you encountered through the budgeting process. Provide documentation (e.g., Excel worksheets) to support your analysis.

Outline the timeline for the implementation of your proposed change using PERT or another timeline tool. Consider how your timeline can allow leeway for variance.

Before beginning political advocacy, one must identify a problem that needs to be addressed through health care policy. Sometimes, political advocacy is needed when established health care policies are not adequate for solving a problem, or when the legislation creates new problems. This assignment is the first in a three-part project.

The purpose of this three-part project is to guide you through the process of selecting a problem, identifying evidence-based solutions, and designing a political advocacy plan to address the problem with those solutions.

In this first assignment, you will select a consumer challenge related to equity, access, affordability, and/or social justice in health care, and you will analyze how existing policies address this challenge. Completion of this assignment will demonstrate your achievement of the following course outcome:

       6. analyze the impact of sociocultural, economic, and environmental influences on health care policies to understand consumer challenges related to equity, access, affordability, and social justice in health care

Assignment Guidelines

1. Identify a nursing or health care issue that relates to a current health policy or political issue pertaining to equity, access, affordability, and/or social justice in health care.
2. In a 3–4-page paper, complete the following:
   1. Identify the problem, noting its relationship to equity, access, affordability, and/or social justice in health care.

Part 2

Literature Review and Evidence-based Practice Recommendations

Assignment Information

In the first part of this project, you identified a consumer challenge related to equity, access, affordability, and/or social justice in health care and analyzed the impact of legislation on the problem. Now, you will be searching the literature to identify potential solutions and ways of recommending them.

Searching for evidence is a critical step in evidence-based practice. You must perform this step to be prepared to offer evidence-based solutions. In this assignment, you will conduct a literature review to find evidence-based approaches to address your identified issue.

Completion of this assignment will demonstrate your achievement of the following course outcomes:

       4. analyze the impact of sociocultural, economic, and environmental influences on health care policies to understand consumer challenges related to equity, access, affordability, and social justice in health care

       5. evaluate the political advocacy process to identify opportunities for nursing professional involvement

You have made it to the final part of the social justice project. In this part of the project, you will present a plan to politically advocate on behalf of the population plagued with the health care problem you identified in part 1 of this project. You will be taking this opportunity to propose the evidence-based solutions that you identified in part two of the project.

Of the many possible ways to advocate, you will choose those strategies that you feel are most appropriate and that will be most effective. This is the most exciting part—very similar to developing a plan of care once you have assessed your patient and decided on which evidence-based interventions to deliver!

Completion of this assignment will demonstrate your achievement of the following course outcomes:

Letter to the Legislator

Assignment Information

This assignment provides you with the opportunity to use a specific political advocacy strategy: communication with a legislator via a letter. Expressing your support or lack of support for proposed legislation (bills) can be a powerful way to speak up about an issue. In this assignment, you will identify a proposed bill and voice your support for, or argument for not, passing that particular bill.

Completion of this assignment will demonstrate your achievement of the following course outcomes:

       describe the impact of health care policies on nursing practice and health care work environments to determine the financial and regulatory influences on patient care

       evaluate the political advocacy process to identify opportunities for nursing professional involvement

       delineate strategies that nurses can use to engage in advocacy for health care policy to support equity, access, affordability, and social justice for consumers and in support of the nursing profession

Assignment Guidelines

1. Select a piece of legislation proposed either in your state or at the national level.
2. Identify your state representative at the level of the bill—this will be either your state, House of Representatives, or Senate representative, depending on the bill that you selected.
3. Conduct a literature review to identify evidence pertaining to the issue addressed in the bill. Find at least three sources.
